Abstract

After the approval, in october 2009 of the Audiovisual Communication Services Law in Argentina, there are a several challenges towards the strengthening of a project and a model of democratic communication for the country and the region. These challenges have a central concept that is understand the communication as a human right, not only as a freedom, promoting the access and the equal distribution of the information; but, at the same time, that of the construction of speeches in defense of the popular, national and solidary culture. In this sense is necessary to underpin the faith, the appreciation and the recognition of the own culture and the Latin-American essence.
