Abstract

In the Latin American societies the economic inequalities are reflected in cultural inequalities. The concentration of the wealth leads to a concentration of word. In fact, the structure of the material inequality has a new dimension: the inequitable distribution of resources of the disadvantaged groups in the "information society". This includes inequality in access to information and public communication from which citizens can govern themselves.

If the communication is organized through the market, as the economic capacity of the actors involved, the poor areas will have fewer opportunities to express themselves freely and to express their demands.

In that context, the disadvantaged groups have developed strategies to build their own information and their own channels of communication. All this in an attempt to open public spaces where the different voices can be heard.

In addition, if the State could create the conditions for pluralistic debate and ensure the participation of the disadvantaged people, it would be able to preserve the integrity of pubic debate.
