Abstract

In a scenario with an internal dependence, economical and politically speaking, the State is clearly weakened, in the internal plane as well as the external. This characteristic is the one that the peripheral countries have to avail or it will turn into a hardly conquerable variable. The elements of viability and permissibility framed into Helio Jaguaribe’s way of thinking, in this sense it acts as an inducement in the construction of a strengthened exterior politics, from the coordination of elements of domestic and international politics. Whatever, the remarkable hegemonic role of the USA and powered before the 11/S, brings to the game any strategy that could emerge inside the hemispherical sphere, pressed, in a way, to achieve that regional actors got a position based in a clear definition of the role that they want to have. Here is the challenge of the autonomist thought as a conductor shaft of this position.
